COVID-19 Vaccination Program Overview 

Red Deer Polytechnic’s COVID-19 vaccine program is being implemented as an additional measure during the pandemic to help protect students, employees and visitors who attend our campuses for any in-person activities.  

The following information is available:

Red Deer Polytechnic’s vaccine program is in alignment with Alberta's public health measures, as post-secondary institutions and businesses across our province come together to help ensure we create safe environments for individuals in our communities. 

Learn more about COVID-19 vaccines on the FAQ section and in this document from Alberta Health Services' website. You may book an appointment to receive your COVID-19 vaccination, if you haven’t already done so. 

Everyone who attends our campuses in person for any reason is required to follow all Red Deer Polytechnic COVID-19 protocols and all current public health measures in Alberta.  


Important Dates

October 4 – All students, employees, contractors, tenants and visitors will need to have at least their first dose of a COVID-19 vaccine. Individuals should be prepared to show proof of vaccination and rapid testing will begin October 18. See below 

October 5  

  • All students and employees can begin completing their Red Deer Polytechnic COVID-19 vaccination declaration (identifying whether they have received their first or second dose) 
  • Red Deer Polytechnic will provide additional details about declaring vaccination status, rapid testing and submitting exemption forms for review (for those who wish to do so) 

October 11 to 15 - Reading Week  

October 15 (after 5 pm) – Students should view the latest updates to the Fall 2021 Timetable to confirm their class schedule resuming October 18 

October 18 

  • Course delivery and learning spaces will be adjusted to accommodate classes resuming for the Fall Term, as noted above 
  • We strongly encourage everyone to receive their COVID-19 vaccination. However, starting October 18, in lieu of vaccination students, employees, contractors, tenants and visitors will be required to provide proof of a negative COVID-19 rapid test results under the following circumstances: 
    • individuals who receive their first dose of COVID-19 vaccination October 4, 2021, or later 
    • individuals who choose to remain unvaccinated 
    • individuals who choose not to disclose their vaccination status 
    • individuals who have an approved exemption status that requires the accommodation of rapid testing 
  • Individuals should be prepared to present proof of vaccination, exemption approval or negative rapid test results starting today 
  • All students, staff and faculty must complete their vaccination declaration form on TheLoop 

October 19 – last day for students to drop credit courses for Fall 2021 Term 

October 25 – All students and employees will need to have their second dose of a COVID-19 vaccine or continue to complete and provide proof of a negative COVID-19 rapid test result

November 8 – All students, employees, contractors, tenants and visitors must be fully vaccinated (with two doses) and must have updated their COVID-19 vaccination declaration to attend any in-person activities on our campuses, or they must continue to complete and provide proof of a negative rapid test result or an approved exemption 

November 15 – Red Deer Polytechnic will provide further guidance on vaccine program requirements for Winter 2022 term  


Access to Main Campus - October 18 to 31

From October 18 to October 31 access to main campus upon your arrival will be reduced. The following entrances will remain open (see maps for locations): 

  • Main Entrance 
    • Open 24 hours per day, 7 days per week 
    • Document checks will take place 7:00 am to 7:00 pm 
  • Four Centres (east entrance)  
    • Please note: if you need to access the Rapid Testing Clinic on campus, you must use this entrance 
    • Open 7:00 am to 5:30 pm, Monday to Friday 
    • Document checks will take place during these hours 
  • 1500 Wing (near the Arts Centre)  
    • Open 7:00 am to 5:30 pm, Monday to Friday 
    • Document checks will take place during these hours 
  • The Marketplace (Residence Towers entrance) 
    • Open 7:00 am to 5:30 pm, Monday to Friday 
    • Document checks will take place during these hours 
  • Child Care Centre 
    • Open 7:00 am to 5:30 pm, Monday to Friday 
    • Document checks will take place during these hours 
  • Gary W. Harris Canada Games Centre 
    • North entrance (parking lot side) 
      • Open 5:45 am to 9:15 pm, Monday to Friday 
      • Open 7:45 am to 8:45 pm, Saturday and Sunday 
      • Document checks will take place during these hours 
    • South entrance (park side) 
      • Open 7:00 am to 5:30 pm, Monday to Friday 
      • Document checks will take place during these hours 

To enter main campus, all employees, students, contractors, tenants and visitors will be required to: 

  • Provide your government-issued identification showing your name, date of birth and signature, and one of the following: 
    • Proof of vaccination (showing at least one dose given at least two weeks prior to arriving on campus), 
    • Proof of a negative COVID-19 rapid test (taken within 72 hours of arriving on campus), or 
    • An approved vaccination exemption 

Proof of vaccination can be provided as an electronic copy on your mobile device or printed copy. Albertans turning 12 and older can get their vaccine record with QR code at alberta.ca/CovidRecords.  

Your vaccination record will not be kept by Red Deer Polytechnic. Please always keep it handy while you are on our campuses for future compliance audit checking. 

We appreciate everyone’s cooperation as we progress with implementing the vaccination program.  

  • We will check vaccination records and government-issued ID as quickly as possible, but please arrive at least 30 minutes prior to the start of your classes, meetings or work, to help avoid being late as we do anticipate some lineups may occur at various times throughout each day.   
    • During the times specified for each door (see above), staff will be greeting everyone upon their arrival, reviewing the documents listed above. Please have your documentation ready to show to staff by the time you arrive at the entrance doors, to permit faster flow of in-person traffic.   
    • For access to campus outside of the times specified above, please use the main entrance and complete the following steps: 
      • Staff will not be conducting document checks, but anyone accessing campus must sign in and describe their vaccination status using the RDC SAFE App – Visitor Button. Individuals will need to declare their vaccination status, negative rapid test result, or other approved exemption to gain entry to our facilities.  
      • After answering the questionnaire, individuals should be prepared at any time to provide vaccination documentation, when asked by a staff member. 
  • Individuals who refuse to show the documents listed above will not be granted access unless they are proceeding to the rapid testing clinic on main campus (from October 18 to 29). Individuals must enter through Four Centres (east entrance) of main campus to access rapid testing.  
  • Individuals who arrive on our campuses without appropriate documentation will be requested to return later with the appropriate documents to gain entry to our campuses. 

Please be kind to the individuals who are checking your documents. We are conducting compliance auditing of the vaccination program as part of our continuing efforts to help keep everyone in our campus community safe during the pandemic. 


Declaring Your Vaccination Status 

All staff, faculty and students must self-identify their vaccination status by completing the Red Deer Polytechnic COVID-19 vaccination declaration. 

Students and employees should now complete their vaccination declaration form on TheLoopAt the top of the COVID-19 page that appears when you first log in, you will see a button that you can click to complete, and then submit, your vaccination declaration form. 

  • You must submit your vaccination declaration form no later than October 18.  
  • For those who are partially vaccinated at this time, you can update the declaration form once you have received your second dose (no later than November 8). 
  • By November 8, all students and employees must be fully vaccinated (with two doses) and must have updated their COVID-19 vaccination declaration to attend any in-person activities on our campuses (or complete and provide proof of a negative rapid test). 

Within the declaration form, you will be asked to indicate if you are partially vaccinated, fully vaccinated, not vaccinated, or choose not to disclose vaccination information. 

We are working to identify processes for visitors and will share more information once we have details. Please note that everyone who comes to our campuses is required to follow all Red Deer Polytechnic COVID-19 protocols, including the vaccination program, and all current public health measures in Alberta. 


Checking for Proof of Vaccination Status (Compliance Auditing) 

When attending Red Deer Polytechnic’s campuses, individuals must be prepared to provide proof of their COVID-19 vaccination, a negative COVID-19 rapid test that was completed within 72 hours of each time a person is on campus or an approved exemption.  

To help ensure overall compliance with the vaccination program, individuals can expect that on certain dates only certain entrances will remain open. Please see details for accessing main campus from October 18 to 31. On these dates, before entering campus, every individual will be required to show our staff: 

  • A valid government-issued ID, plus one of the following: 
    • Proof of vaccination (issued by the Government of Alberta)  
    • Proof of a negative COVID-19 rapid test (taken within 72 hours of arriving on campus), or  
    • An approved exemption

In addition, students can expect random audits to be conducted in advance of class start times where proof of vaccination, a negative rapid test result or an approved exemption must be shown.  

Additionally, employees and students will be chosen at random for vaccination audits and can expect an email or phone call from Red Deer Polytechnic. Individuals will be requested to book appointments or attend drop-in times to confirm and show valid vaccination documentation or negative rapid test results. 


Rapid Testing 

Students, staff and faculty who: 

  • receive their first dose of COVID-19 vaccination October 4, 2021, or later 
  • choose to remain unvaccinated 
  • choose not to disclose their vaccination status 
  • have exemption status that requires the accommodation of rapid testing  

will be required to validate their participation in a rapid testing program beginning October 18, 2021. Tests must be World Health Organization approved rapid antigen, rapid PCR or lab-based PCR test. 

A person must be able to provide their negative rapid test results to Red Deer Polytechnic, completed within the previous 72 hours of each time a person attends our campuses for any purpose. If you attend campus daily, this means you will be required to complete two tests each week.  

Rapid Testing Clinic on Main Campus - Oct 18 to 29

Red Deer Polytechnic will provide COVID-19 rapid testing, free of charge, for all students, faculty and staff who are not fully vaccinated from October 18 through October 29, as follows: 

October 18 – 22 

Monday – Friday | 7:30 am – 3:30 pm  
Cenovus Energy Learning Common, 2nd floor of Four Centres 

  • Drop-in: no appointments required 
  • Individuals must enter through east entrance of main campus to access rapid testing
  • View maps for directions 

October 25 & October 28

Monday, October 25 and Thursday, October 28 only | 7:30 am – 3:30 pm  
Cenovus Energy Learning Common, 2nd floor of Four Centres 

  • Individuals must enter through east entrance of main campus to access rapid testing
  • View maps for directions 
  • Appointments to attend these rapid testing clinics will be booked during one of your visits during the week of October 18 

Please note the following information about the rapid testing clinics at Red Deer Polytechnic:

  • Individuals are required to complete a rapid test within 72 hours of each time they attend one of Red Deer Polytechnic's campuses.  
  • If a student or employee chooses not to attend one of the rapid testing clinics above, they are welcome to complete an approved rapid test from elsewhere (cost of rapid test to be paid by the individual). You should always carry proof of your negative test results while attending our campuses, as you will be required to show proof.   
  • Students and employees should plan their schedules to allow at least 30 minutes to receive the test, complete it and wait for the result.  
  • Once you receive the result, you are required to check-in with one of the data assistants at the Cenovus Energy Learning Common to record the result: 
    • If the rapid test is negative, the student or employee will be reminded to attend or book their next appointment. 
    • If the rapid test is positive, the student or employee will be required to put on appropriate personal protective equipment (PPE) supplied by Red Deer Polytechnic. Individuals will then be required to proceed directly to an Alberta Health Services (AHS) testing site. A PCR test will be required by AHS and the individual who has tested positive will need to isolate and wait for further direction from AHS. In addition, individuals who have tested positive for COVID-19 should follow Red Deer Polytechnic’s illness reporting procedures
    • All test results will remain secure with data assistants and will not be removed from the Cenovus Energy Learning Common. You will be provided with confirmation of your test from the data assistants. This can be used when entering our campuses and for auditing purposes.  

Free rapid testing has been approved by the Government of Alberta for a limited period as we begin the vaccination program at Red Deer Polytechnic.  

Child Care Centre: From October 18 to 29, children in the Child Care Centre will receive rapid testing twice per week, as described in communications with their parents. Any parents with questions can contact the Child Care Centre.

Starting November 1, rapid testing must be completed at the expense of each individual who is required to show proof of a negative rapid test result to attend any in-person activities on our campuses.  

Rapid testing for the Winter Term (starting January 2022)

When making plans for the Winter term, please be aware that the rapid testing program, except for those who have valid accommodations, will not be available as an option. This means that all individuals must be fully vaccinated as of January 1, 2022, to attend any in-person activities on our campuses, including attending classes or work. This decision aligns with other post-secondary institutions that have also implemented vaccination programs.  

External Red Deer Pharmacies Where You Can Receive Approved COVID-19 Rapid Tests 

  • Sobeys Pharmacy #3105 (Address: 2110 50 Avenue) 
  • Safeway Pharmacy 8877 (Address: 4408 50 Avenue) 
  • Sobeys Pharmacy #1147 (Address: #200, 6380 50 Avenue)  

Rapid tests at these locations are $40 each. Tests completed at these pharmacies are done so at the expense of students or employees.  

Please keep your negative COVID-19 test results with you at all times while in-person at Red Deer Polytechnic, as you will be required to show proof of your negative test results.    


Exemptions  

Red Deer Polytechnic is committed to protecting the health and safety of our students, staff, faculty and broader community. To that end, starting October 18, 2021, anyone accessing our campuses must be at least partially vaccinated (receiving their first dose no later than October 4) or provide proof of a World Health Organization approved rapid antigen, rapid PCR or lab-based PCR test. 

Red Deer Polytechnic acknowledges that in limited circumstances and in accordance with the Alberta Human Rights Act, exemptions may be provided to the vaccine requirement for medical or religious reasons.

Update October 15, 2021: Based on information from the Chief Medical Officer of Health, Advanced Education and the advice of legal counsel, Red Deer Polytechnic will consider applications for medical exemptions from students and employees. Religious exemption requests will only be considered for employees.  

If you are seeking an exemption, please follow the appropriate process identified below. 

Medical Exemptions 

Individuals requesting a medical exemption will need to follow these steps:  

  1. Print the Medical Exemption Declaration form and have your physician or nurse practitioner complete the form. They will need to provide reason(s) supporting the accommodation along with their signature.  
  2. Complete the online Request for Exemption from Mandatory Vaccination form. To submit this form, you will be required to attach the completed Medical Exemption Declaration form. Only forms that are complete will be processed. A request for further information may be required.  
  3. Interim-rapid testing requirements will apply.  
  4. Individuals who receive approved exemption requests will be notified directly,  and accommodations for their specific situation will be discussed.

Please note, individuals with a history of a lab-confirmed COVID-19 infection who have no contraindications can be provided with all COVID-19 vaccines.  

Religious Exemptions  

Updated October 15, 2021: Based on the advice of legal counsel and in consideration of direction provided by the Chief Medical Officer of Health and Advanced Education, only employees of Red Deer Polytechnic are eligible to apply for religious exemptions. Student requests will not be accepted or processed. 

Employees requesting a religious exemption will need to follow these steps: 

  1. Print the Religious Exemption: Declaration of Religious Leader form and have your religious leader review and complete the form. They will need to provide faith-based reason(s) supporting the accommodation along with confirmation of how long you have been a member of the religion. 
  2. Complete the Statement of Religious Belief form. On this document, you explain how your faith and practice precludes you from being vaccinated.  
  3. Complete the online Request for Exemption from Mandatory Vaccination Form. Only forms with the two completed attachments from you and your religious leader will be processed. A request for further information may be required.  
  4. Interim-rapid testing requirements will apply.  
  5. Individuals who receive approved exemption requests will be notified directly, and accommodations for their specific situation will be discussed.
